They didn’t even imply that it would take a certain amount of XP
Kind of similar to how they were supposed to give 2 weeks for the invasion event a few months ago but ended it early and said that we could still use the currency even though the event had ended

There was an issue with the shop. They had to take it down. It should be up now, go back into the science department. If not there, go into the dance floor.

How is that lying? You can unlock them, when you gain enough credits through the Invasion event. You can't buy them with tokens.
