I wanted to know which angle to choose for prayer times in France ? (how to know which angle is correct if we can't observe the sky due to fog or clouds ?)

Ask a local Muslim scholar you trust about the leeway given in Qibla direction so you can learn the fiqh of Salah for this matter

The sky being dark is not a major concern if you have a compass. You just pray in the direction of Makkah. At most, the apps may differ by a few degrees. We are not expected to be fully precise, just as long as we are in the general direction of Makkah.

If you truly are struggling with this, go to your local masjid, pop open the compass app, note the bearing and just use that.

No im not talking about qibla
Im talking about angles (12 ° ,15° and 18°) that are used to know the time for prayer
In apps you can choose between those angles and the prayer times differ from each other

More practically speaking, I don't tweak the angles manually but I did change the calculation method (which takes into account angles) in my prayer apps to follow the Fiqh Council of North America since I live in the US.

I would suggest you follow whatever fiqh council your country has. If that's not available, just tweak the apps until the prayer times match whatever your local masjid goes by.

Simple answer: find the shortest path from your hometown to the Kabah on a globe. You can figure out the angle by looking at this path.

I can provide a more rigorous mathematical answer if need be. Note that in the hanafi madhab, if you were able to determine some estimated range, you're fine as long as you''re within 90 degrees of the actual direction. If your calculation is entirely wrong and you pray in some direction that's possibly a complete 180, you're still okay because an attempt was made.
