It seems that vsync cannot be disabled from the options menu nor by using the console command v_vsync 0.
As you can see from the screenshot, the console clearly says it's disabled but in reality it's not (I have a 100 Hz monitor so it locks at 100 fps)

What happens if you set cl_fixedfps to something higher than 100?
When vsync is off, the game is set up to limit the FPS to 120, or your screen refresh rate if it's higher than that

I've set that to unlimited in the settings so that's probably why I guess because when I set that in the console it does prompt if vsync is disabled or not so I though it was correlated. I'll do some tests later 👌
