I've recently started a new playthrough of light brigade after about a year and I noticed any class that has a spellcaster on it like militia, sniper, etc. Does not spawn the spellcaster on the table even though it says it's a part of the class, this wasn't an issue before but maybe I'm missing something in an update?

You're right, I haven't spent a point on the spell wand upgrade yet, just did and now I have the wand
