I have heard a few mentions of VRC getting a "store" in a sense. essentially you would be able to go to a World or profile, and buy avatar with some currency you'd buy with real money.
I'm fairly sure if there is real, monetary value to an item, (like if they did the above mentioned store)then they would be able to have police of some sort take down ripper websites.

The website is known, and it's incredibly hard to take down a website and prevent such things.

Just think about it, would your think your favorite anime or move pirate site existed if it where easy to do something about it?
Sadly even the movie and music industry has it hard.
And VRChat is a tiny player in comparrission

In terms of the content it self, the right owners are not VRChat but each individual artist.
So DMCA claims would have to be done by the model makers. (And by that the makers are ment, not just the editors)
