That is connector generally is connected to the GPU. But some PSUs have extra PCIE power cables so it could also be one of the extras

take a picture of the graphics card and I will tell you if you need to plug in that connector

I would not say that you necessarily need to have a workstation-level PC for what you are describing, but I will say that having a higher-end machine will allow you to use it effectively for a longer period of time: As requirements continue to grow you can upgrade this bit or that bit without having to pony up for an entire build.

Ive got a machine from 2014 that ran me about $5k back then and its still holding strong and running VR with my Index very well, though I did upgrade to a 2070 super about 8 months ago so I could run that. (I am a content dev). The i7, ram and mobo are still working out fine for what I put it through, which regularly involves large scenes in studio max, complex layered painting in 3Dcoat and sculpting/painting in VR.
