Hey, perhaps the devs were working on other things. This situation happens only a hand full of times a year. It's not cost effective to have massive servers that can handle this all the time since this isnt a normal load to have all the time. The same thing happens with the power grid and peak load times. If you look up a graph of it, you'll see a similar idea. They dont run at full load because it's not used and it's a waste of money for the power company. Just chill out and let the devs work their magic. The more people that support the devs, the more people they can hire and the better the equipment they will be able to afford.

Whats the difference between vrlow and desktoplow when ur lowering settings?

lower supersampling, and from what I experienced, desktoplow uses standard shaders. Because at the end of The Devouring for example, when you take a picture after you're done, it uses a custom shader to fill the entire camera view with the picture, but when I played it with desktoplow the shader wasn't used

This is completely normal and does not hinder performance.

You can run it in windowed mode and shrink it if you prefer.
