After coming from Second Life and then playing Neos, using an asset system is SO much better than package based systems. Infinitely less bandwidth usage (because you only ever download changes and any materials reused over different worlds don't need to be redownloaded - so if you update a world, only the changed objects have to be redownloaded, nothing else), no loading screens, much better experience for people on slow connections who can carry on playing even while still downloading, etc.
Owlboy could update the Pug 20 times a day and no-one would notice, as opposed to every single person having to redownload the entire world again each time with packages like it does now. The problem is obviously exponentially worse the larger a world is.

if i take off my headset and look at the computer, it says "do you really want to run this program"

I would say then if you only want VR, Occulus is good, But if you want full body in future, HTC / Steam Index is a good choice.
For cheaper you'll be heavily more restricted on the upgrading but you can still play rather well, though the quality of the visuals and sensor-to-area movement will be smaller @fading smelt
