Quest struggles with half a dozen avatars in tiny worlds. Dynamic bones are set to stupidly low limits on PC. So there's no way they'll enable that given the resource requirements and the already constrained hardware.

Heureka! Brother told me how I could bypass the port blocking on university dorm wifi, so I can use mobile phone streamed VR. Just start a wifi hotspot while connected. It will work, because the wifi adapter is multi channel and just will open access point on another channel.

The PC laying on the ground is a dell precision t7500. It's a little big beast, but its processor doesn't support the instructions required to use the headset.
So i decided to take an Asus b2500 mining expert mobo I won in a giveaway, a cheap i3-7100 from eBay, 8 GB ddr4, and frankensteined it into my dell because I don't have a case or power supply for it.

You can mod the sdk to allow you to upload potentially harmful content to the game
Back in the day ppl modded the sdk to bypass poly limits but thats not beeded anymore so the only reason you would want to mod your sdk is to do malicious stuff

Nowadays there is no reason to use a modded sdk because it causes only problems
And the sdk limits are reasonable now and there is no way to upload stuff that isn't allowed either way

Try unplugging the Rift cable from the headset. You have to take the front cover off to do so.
Then plug it firmly in, it will push in most way then a little resistance, but push a little more and it will fully seat.

I feel like that may not be very plausible at the moment. The quest struggles to load many avatars at the same time and there are some PC avatars that could potentially just break the game for quest users because of how many resources they use up. but i wouldnt doubt maybe someday it would become possible as an experimental feature. dont take my word for it though, i dont 100% know what im talking about

then to Unity. You'll need Unity 2017.4.28f1

VRoid itself is good for nothing. You still need Blender with Cats and VRM Importer + Unity with UniVRM and VRChat SDK. Without them, there is no way to get the VRM model into VRChat. There is proposal for straight compatibility of VRM without conversion through Blender, but it wasn't done yet.
Only when you complete the conversion, the VRM model has any sense for VRChat. VRoid is just simple VRM model editor, the rest must be done by the clusterf*ck conversion.

PMX includes bones though doesn't it? Importing an unrigged OBJ would be far more difficult, especially if you can't auto-rig it with Rigger or Mixamo (and someone new to Blender isn't going to be able to fix any painting issues easily).

Having a role for users who know there crap, dont constantly act like a cunt and are active in here helping users could for example get a role. It gives them no extra thing beside status towards other users that they are helpfull.
A shit ton of other VRC discords have the exact same thing, often those users are not part of the chat team or even active within the community just the support places.
