Check in in-game settings the input device.
Then, check the mic button setup - enabled/disabled, mic defaulting on/off.
If you use mic button as configured in default settings, it is push to talk. You have to hold V key to speak.

toggle voice - sets V key as toggle instead PPT
enable mic button - enables/disables mic control through the V key
mic defaults on - mic is enabled automatically, used usually to enable it permanently or with toggle
microphone - check if you selected right input device
