If you're below New User then you can't upload content.
Just play as normal, socialize, explore worlds, make friends etc. and you will eventually get ranked up. Once you reach new user, you will get an ingame notification and an email informing you that you may now upload content.

If you want PTT in VR your best bet is to run through SteamVR and use OpenVR Advanced Settings. That can do PTT and uses SteamVR Input bindings for it.
