You can report avatars using the report option in the handheld menu. I think if it is avatar related it should affect the uploader not the wearer

Yeah, the ones I'm blocking are typically either an annoyance or lag machines with hundreds of transforms and thousand of collisions, so lots of world avatars lol

or public ones from creators that give world links. the ability to just block the avatar ID outright would be nice since they're usually ones i see way too much of to begin with. the current overused fullbody thotty one seems to be the one with the big poofy tail
