You presumably need to play the game in a normal manner, walking around, meeting people and also making some friends. Idling wont help.

Make sure you are not logged in to your steam account by accident and play the game until you get a notification or e-mail.

Using a Steam account with vrchat is basically 'guest' mode. Instant-in, most features present, there to give you a feel of how everything is. Then you decide to stick around and make a full account and things go from there.
Of course, this could be made clearer when you login, considering how many people we have to tell to switch to a full account.

This is more ridiculous now. Okay so I did the manual stuff, even closed programs while I went on VRChat. I know when you first load it up it takes a little bit but when I try to get into a room its so slow to load it.

Upload privileges are done automatically. As long you're playing the game with an VRchat account you'll eventually get it
