Toes aren't necessary thankfully. I think non-FBT users can use those to stand on their toes, but the height detection is pretty bad for them so you end up standing on your toes a lot
I think you can sorta fix that with playspace mover but it's so sensitive and such a pain that it doesn't really matter

first problem I see: cloth physics wasn't designed for hair and won't work very well
you'd be better off using dynamic bones for the hair
also meshes with high poly, complex geometries also don't play well with cloth physics. If 02 is supposed to be wearing a skirt in your screenshot that may be why its not working correctly
