Well send an email to moderation@vrchat.com mentioning their username and what they've done and the mod team can investigate.
And since it seems they're out to ruin people's day, you can search for their username (social > search box, top right) and block them so they won't be a problem for you any more.
Assuming the block function has been fixed, it's been flaky lately from what I've heard.
