With the Vive you need SteamVR, which needs a steam account to download. Despite the integration with steam it has, SteamVR can happily run without steam running, although you lose some functionality (desktop view being one of them)
With Windows Mixed Reality, I think it needs steam a little more since it has a little compatability launcher thing which seems to just be a steam:// url to launch something that I haven't found an .exe or anything for yet.
As a stand-alone thing I think the latest versions of windows 10 have the required software for it. Then you're using windows 10 and all the privacy invasions that come with that.
Can't speak for Oculus and the Rift since I don't have one, but do consider their very close ties to Facebook and Fb's (still ongoing) history of data mining & selling.

the rift doesn't track 360 unless you have more than two sensors... unfortunately extra sensors cost a bit
also
the rift doesn't like Steam VR a whole lot-- sometimes the controllers disconnect leaving you with your left controller controlling only one arm
which is a pain-- you have to restart the game several times to get things to work properly

Probably your cpu. Do what Oclac said and keep as few background processes running, or at least get them off the core that vrchat's using.

sometimes my eyes are too high off the avatar, and changing that fixes it
