It shouldn't be, but be aware that if people are using particle systems it is surprisingly CPU - intensive, and VRChat currently doesn't offload work to the GPU.

I think a lot of the lag can be attributed to the game itself. Vrchat isn’t well optimized and on top of that many of the users don’t know anything about model optimization. Typically it’s just too many meshes or dynamic bones on a character. Poly count actually causes very little lag

Do not restart the game immediately, that will override the log files!!!
Open an Explorer window (any folder) and type C:\Users\%Username%\AppData\LocalLow\VRChat into the navigation bar, then hit enter and then copy the vrchat;outputlog.txt to your desktop.
Try to remember any additional information like the world you were in or the instance id if you know it. (If you where able to see it, the player name to)
Then send a moderation report with your informations to moderation@vrchat.com and attach the outputlog.txt to the mail.
