Okay like I hate to be like this but the "not all of them are like that" ideal can't work with avatars you choose because there is a social context to them and considering you have 100% control over what you want to look like in VRChat it's very reasonable for someone to assume "oh this person ran and took a knuckles avatar so they're most likely here to raid" when every other person they see in that avatar has raided in it.

Your banning a result not a cause, it's the players choice to persue the "meme" goal, and with Vrchat being a goalless game with all incentive relying on players finding a drive to interact with the worlds, the "Knuckles Meme" is by all rules of the game (outside of bullying etc) is a legit way of play.
