Game not launching after update 8.66

In online games or local skirmish games, when I click launch game or when the host starts the game I'm not taken to the RA2 loading screen and instead I'm getting the below error in the screenshot.

I didn't have any issues during or after the 8.65.1 or 8.65.2 updates, this only started happening after the 8.66 update that I did today.

I tried some of the troubleshooting steps mentioned during the 8.65.1/2 issues and nothing helped, included uninistalling and reinistalling from the latest 8.66 installer.
Only when I uninistalled the 8.66 version and used the 8.65.2 version installer it started working again

I'm on Win10.

where did you get the game from? steam or ea?

from a CD, it has been working fine until I got 8.66, also it works fine now if I revert back to 8.65.2

I have no idea. Does the spawner get updated during this update?

i don't think so, based on the changelog

Besides ddraw files, other changes seem unrelated with this issue. Maybe try a different render? Just a random thought

what things can I try to do to fix this issue? what info can I provide to help debug this?
this only happens after going from 8.65.2 to 8.66 so the issue is scoped to this window only
