I am having the same problem. I cannot attack a hostile unit. Hostile units cannot attack me. Flak guns do not fire on aircraft. the Spy cannot disguise himself with out Control-Click. Even with control click, units do not attack. This only started a couple of days ago. I am currently on 8.59. Will post screenshots shortly
