Run the 8.59 installer, should restore the gamemd-spawn.exe file which the error message says is missing. It probably falsely quarantined by your AV.

i have windows security, no special anti virus
ok I figured it out:
- Install the .exe file
https://github.com/CnCNet/cncnet-yr-client-package/releases/download/yr-8.59/CnCNet5_YR_Installer_8.59.0.exe - when prompted click
Try again - when cncnet client start exit the app
- right click on gamemd-spawn.exe, set run as administrator
- run client again, test with skirmish and it should work
