from the looks of it, you don't have the base YR game, or some files within it

MO requires the base YR game to run. if you haven't purchased YR, then you won't be able to run MO

i made it in my red alert 2 folder where my YR is

i think, you might have missed out copying the Language.mix file from your RA2 folder into your MO folder

ok yeah. then you didn't copy one file over

1. go to your RA2 folder, and copy Language.mix
2. go to your MO folder, then paste Language.mix into the MO folder
3. restart the MO client

the fps is tied to the game speed. so 60fps is the max you can go. it's an old game anyway
