Not sure if this is what he's referring to, but this would help with your blurry problem
It's not a mod/download. Just a walkthrough. It takes about 60 seconds to do, and only required you to set your renderer to CNCdraw ingame, and edit a few lines of the ddraw.ini file in your RA2 folder.
Very very useful, especially for the older games
