Rather than needing to "kill" or do weird favours for someone, why not just raise/lower property value to the point of the person needing to leave? Supporting local businesses, killing off undesirables, building better buildings, things in that sort would raise a areas value while Killing the good folk, smashing windows, and generally causing a ruckus would lower an areas value.

After a point the NPC'll either get mauled by a supercop or stabbed by a slum dweller. Either way it solves itself

As a concept this is mechanically interesting and could lead to some interesting consequences for players who choose certain playstyles. However out of context this might be one of the funniest things ive read on this server. The title alone made me chuckle until my lungs turned blue. Good suggestion nonetheless

I would absolutely love a comically long-winded method of neutralising someone like this

imagine getting a neutralise mission at the start of a game and only being able to complete it post-endgame because only then would you have the power to actually do it

This is a fantastic suggestion.

Not just as a hilarious neutralisation option, but it also helps with world building. It makes sense that people would stop building in an area that gets nuked every Tuesday, or that they would move to a place that has just had a new factory built and is producing fud that tastes like food.

Imagine hiring an assassin and, instead of just killing the dude, the guy goes to the area and begins cranking up the property value
