Instead of getting killed by everything, the use of fists, blunt weapons, getting kicked into a wall, drinking too much, etc.
You still get killed normally by bullets, traps, poison, other lethal things.
Getting knocked down would be a semi permanent state, where you need another player (or a doctor (hope you have insurance)) to pick you up. People would loot you while you're lying on the ground, and cops would drag you to the cells if you got knocked out while resisting arrest.
This does mean that knocking out people with chloroform or a tranquilizer would be temporary for NPCs, but only medics can pick them up (unless you want to)

But this would be just for tranquilizers and blunt weapons/blunt trauma (car impacts)

That's just knockouts, they already did this and you can see it in one of the social feed vids

This would require a revamp of both the health system (a consciousness stat) as well as damage. I don't think I remember seeing it in a vid. I mean, in SoR when you downed someone with a bat, fists or gun, they would go down when dead. Only difference was the tranq gun, and even then (I am pretty sure) they did not count as being able to vote for you, so technically dead, without you actually killing them.

I think it would make more sense now for blunt force weapons like bats, wrenches, fists, and crowbars to knock out, while pretty much everything else kills

Though, these weapons could kill if they dealt a crit as the finishing blow

That would be the moderately tricky part, but it would allow for drive-by kidnappings
