You are wanted, it is best to stay away from the police:

I think Trait is something different, you don't get Trait when you pay the cops in Streets of Rogue 1, you get Status Effect and with this Status Effect cops ignore your crimes. I think that "Wanted" suits Status Effect more than Trait.

Could have a "Wanted" status effect as suggested, then turn the old trait into a "Most Wanted" or "Notorious Criminal" trait that more suggests a permanent state of being a fugitive.
