Wanted posters that cause nearby NPCs to gain "?" for a time after they see one. The more notoriety you gain, the more posters there will be.

It could be like the bounty on your head disaster. The more posters/money listed the more people would chase you. A bounty hunter class could be pretty cool to fit with this
