What kind of technical issues? If you mean UE4 and UE5, we have #ue5-general #ue4-general for that purpose. They're not forums but we're considering it.

Dedicated help channel makes less sense than how channels are organized already because you can ask for help in the most appropriate channel relating to your question right now.
If there was a single channel with lots of random questions covering many different topics there’d be even less of a chance yours gets answered because there’d be even more questions suddenly appearing after yours.
Also there’d be less of a reason for those who do answer questions to hangout in that channel because it’s too generic. Most game devs are specialists in something or a few things and prefer to keep it that way.
