What's the difference between the task of a "lead designer" versus a "game designer"?

well the lead designer would have the design vision and guide other game designer to reach it, might do design themselves or just do a more managing role depending on the company. The lead might also be the contact point for other teams, e.g. if the writing team comes with something that needs a certain mechanic for the story, they could contact the lead, which in turn could delegate it to one of the game designers.
It can definitely vary a lot on company basis what this exactly entails though.

And level designer creates the pacing, level layout, blockout etc based on those mechanics

game design doesn't have jurisdiction over pacing. but generally you would establish high level elements like pacing and game style/genre very early on and use that as a baseline for how the levels are laid out. you're not going to suddenly change a racing game into a walking simulator
