A fighting game could be broken down on certain parts

First there is movement

Usually fighting games lack complex friction so it's pretty straight forward, just transform in the direction you move

In Tekken, 3D movement is done by doubletapping up or down and moving sideways in that direction

In Jojo's All Star Battle that is tied to a button + direction input

There are a number of ways to do it
