Limit and define your scope from the beginning and don't advertise the complete opposite. Don't make a loading screen simulator. Have AI from this era. have POIs that are worth exploring and more than just the same thing on every single planet. At the very least don't overcommit saying every planet is fully explorable only to follow that up with invisible walls around the already small empty area.
