I am speculating, but I think it's because dx12 is so different from dx11 that providing for both ends up under-utilising dx12's features.
It was meant by MS as a replacement and increment to DX, not to live alongside its predecessor.

The game could be released now. It's not good, but it has enough elements to be playable as a mediocre busywork sandbox. ("What's wrong with that?" - Elite: Dangerous)
But, to keep the whales circling, he needs to maintain the sense of anticipation for his magical promises, which could be endangered if the game is clearly going to release without them.
