You can. In some cases you might need a couple of plugins to help you out. But you can totally publish some smaller scale stuff without BP.
Though I would still use the .1% cpp to avoid BP struct issues

So lighting is path traced (inlcuding reflections)
So it's not really true 100% path traced image like an offline renderer
In fact you can easily prove this by finding any translucent surface, it looks drastically worse then all other solid objects
So the key difference here is that it is not a real fully path traced image, but rather 100% pathtraced lighting

No, in real full pathracing the pixels you see are the result of a simulated ray of light bouncing around, the final image is the result of those traces and nothing else, this is what offline renderes do
What cyberpunk does is standard rasterized geometry with path traced lighting, lighting being a separate pass on top
It is using so few samples per pixel that if this was full pathracing the edges of the models would be blurry mushy mess

The difference is that the final output of a full pathtracer is the result of a "physical" simulation of each "ray of light" so for example depth of field and bokeh effects are a side effect of it
As well as light caustics (which you won't find in Cyberpunk for example)
Would this make cyberpunk look 100% realistic I'm not sure, but it would be more realistic for sure
