My guess is that the first one was a legit spy balloon and the rest are just "weather" or empty balloons also from China used as an excuse to say something like "oh these are just harmless balloons that floated off course, don't worry..."
Maybe the intention was that the first spy balloon wasn't supposed to be in front and so if the other ones were intercepted first then a pattern of "oh these are just harmless balloons" would set in and the real spy one would continue flying unharmed.
