Ask a concept art for a fantasy world with specified prompts, it's difficult to maintain consistencies, compared to just asking a human artist to create the concept art.
Ask a concept art for a fantasy vehicle with wireframes, AI won't even try to keep them consistent and workable. Human artists would make it consistent and more workable to be modelled into 3D.

I don't know if the industry agrees, but IMO concept art is meant to give a reliable reference to make the world in game. Concept art can also be useful for marketing goodies
