I think it largely depends on whether or not the same entity owns the 7/11 brand in your country or not

I know the Australian 7/11 was purchase by 7/11 Japan within the last year and some Japanese items have started appearing as a result

TBF this type of change takes time to implement. They’re currently in the process of transitioning their food processor in the US over to the same one they use in Japan and Hawaii to help bring more (and constant) fresh food into their US locations.
