Be aware that:

  • if the GPU isn't doing work, it won't use that much power
  • if you have set "Prefer maximum performance" the GPU is prevented from reducing clocks even at low workload situations (e.g. the desktop)

If you are already at the lowest possible settings and you are not seeing your GPU usage go any higher, your CPU can't process the game any faster

I don't know the exact model of the GPU.
I don't know if any custom fan profiles are applied.
I don't know if Prefer Maximum Performance is enabled or not.

Some GPU's fans can only fully turn off fans when control is fully automatic. Any kind of user-defined control, even with a curve instead of a fixed rate, will make the fan bottom out at 30%.

honestly I think that's the wrong approach to this anyway. I'd check the other things first. If there is an actual cooling issue, the GPU will hit throttle point

It does go down to 40 btw sometimes less when that games not running
