You can immediately test the impact by uninstalling the update. As far as I'm aware, this bug isn't 100% guaranteed to show up, and you may be actually running into shader compilation issues instead

Shader compilation issues.... that's what the game does during the first launch/after patch.
Though even clean installation(through Nvidia app) and later with system reset-clean everything I'm not getting the performance back, just reduce shutters and fan noise(still louder than what it used to be), and FPS do not get back to what it was. It's the same for other games like Zenless Zone Zero and Arknights Endfield.

HWINFO has two modes, Summary and Sensors. Normally, when asked, you'll want to use the Sensors-only mode to get the information that may be needed (e.g. temperatures, power usage, clock speeds.)

When opening HWINFO, make sure to tick "Sensors-only" so that it does not open the summary display first. Then click Start.

On some hardware, HWINFO may ask if you want to monitor them or not, as there may be some potential conflicts if they were monitored. Usually these aren't important enough to matter if it's being monitored or not.

Once HWINFO's sensor status window open, look for the relevant sections and screenshot them. If you're unsure, screenshot the entire thing. This window is scrollable, so you'll need to scroll and take multiple screenshots.

If you know what you're doing, these are the items you'll probably need (names may vary; below are samples from Intel CPUs; some items may not exist for your particular system):

  • Core VIDs

Close 3DMark.

Close HWINFO, then reopen it.

Now try playing a game until you see the performance drop persistently. Without exiting the game, check HWINFO again. Show the stats at this point.

Doesn't drop much in term of performance, just occasionally slight shutter/some object in game load a bit slower occasionally during running around in the world

Probably only solution is to wait for update from both Nvidia and Window. I already did system reset 3 times and I'm already tired mentally. Nvidia cache is problematic for me too, even system reset didn't fix it (only fixed on 1st reset). DDU I can't do it since I can't enter safe mode. clean installation make it worst (it was what I did after 1st reset that actually fixed the issue)

For this particular game, stop attempting to replace the drivers and just play it as normal for a while (perhaps to be safe, DDU once more, reinstall the latest driver, and delete both PSO folders in Client\Saved)

Then, go to the NVIDIA App, and if this hasn't been done already, restore the game's profile, then make the following changes so that:

  • frame generation model override is recommended
  • super resolution model override is Preset M
  • if Low Latency Mode, an FPS limit, or vsync was set to anything other than application controlled, restore them

Once you get into the game, the game should re-compile shaders once more. After it loads into the game, the game is very likely still compiling the rest of the shaders.

Use this time to re-visit the settings page, go to the graphics settings, change the topmost preset to literally anything else, exit, go back to the settings page again, set it to the recommended preset. If DLSS was turned off, set it as following: Frame Generation x2, Super Resolution Quality. Turn off ray tracing. Restart the game if prompted.

After the game restarts, before playing for real I'd probably sweep the camera 360 degrees until you no longer get hitches or stutters.

Then do a few combat trials, and then go on an automatic bike loop for a few minutes.

After that point, continue playing - is your game now working smoothly?

Main problem is I can't enter safe mode, it will stuck at the "typing pin screen" after choosing safe mode. So I can't use DDU effectively. I tried DDU without safe mode, and also clean installation using Nvidia app. that just make the matter worse (that's also when I start to get FPS drop by about 40 with occasional shutters+fan noise)

So I tried to use G-Sync (I actually don't use it before, it makes matter worse), these are the setting I use in Nvidia app.

In game V sync is OFF.

Armoury Crate, the GPU performance switch to Ultimate Mode (was Standard which I always use)-basically use to force G-Sync success.

Nvidia control panel V sync is OFF, FPS limit too is OFF. Low latency mode ON.

FPS 162 cap cause my laptop 165Hz

It seems like shuttering is greatly reduced during walking around and fight. FPS stay at around 155 to 169 (these range) while I'm in this area (forgot name but I think you know...the weekly one).
Though shutters remains during opening and closing of UI, and the moment I enter new place(for brief seconds)

Still no back to before but at least is better
