gpu issue?

i swear this started to occur after i updated my drivers
if i move from one app to another it happens too
eg: i switch from game to discord and start scrolling the chats and the top half is stuck and not moving (i hope it makes sense 🙏 )

Specs:
GPU: rtx 2050 4gb
8gb ram
cpu: ryzen 5
60hz display

its even visible on screen recording too, i checked it

also sometimes only my key inputs are delayed

i have that discord bug too

super annoying, but i guess its software related and not hardware related since we both have it

it also happens with chrome

never in games tho
