I have some problem that when I run Rust on max settings I get around 30-100 FPS depending on the area and how much people in the server but when I'm on medium settings I get around 20-70 FPS. I get 60% CPU and 80% GPU usage while on max settings but 40% CPU and 50% GPU usage on medium settings. I'm running an Intel core i5-10400F, RTX 3060 Ti 8GB and 32GB of ram. Anyone know what the issue is and how do I get higher and more stable FPS?

These apps/games should be benchmarked with the expectation that they will have limitations depending on the system's CPU, though they should usually run well given minimum CPU requirements are met, and you have sufficient GPU power. If in doubt, check the minimum specs of the game(s).
Using an upscaler like DLSS Super Resolution?
Keep in mind that you may become more likely to be CPU limited when using upscalers as your internal render resolution drops and hence total GPU time to render a frame.
CPU limited
- Most MMOs (e.g. World of Warcraft, Final Fantasy XIV)
- Most esports shooters (e.g. Counter-Strike 2/Global Offensive, VALORANT, Rainbow Six: Siege), especially when ran in low resolutions and/or with competitive (Low) settings. Keep in mind that Call of Duty/Battlefield/Marvel Rivals are not esports shooters and have similar performance characteristics as a lower-requirement AAA game.
- Most large-scale or heavily detailed simulation games (e.g. Factorio/Stellaris/Civilization/Kerbal Space Program/Cities: Skylines/Microsoft Flight Simulator)
- Console emulation, especially those emulating newer systems (e.g. RPCS3/Cemu), or those emulating using low-level emulation (emulates the exact behavior instead of just the results) (e.g. cycle-accurate emulation or LLE plug-ins for 5th/6th gen consoles)

so what do u recommend on me doing? in all other games ive been getting really good fps (gta , rainbow six siege, roblox, fortnite, red dead redemption, rocket league, minecraft, spiderman)
i have a budget of around 200 usd for now as im moving
i was planning on maybe upgrading to an i7 11th or i5 11th gen
as im pretty sure rust runs on single cores rather than multi
or should i get a new motherboard and cpu combined
anything that is cheaper but still gains me fps and lets me run rust and other games better

Cheapest option: Crank up resolution and don't use DLSS at all
11th gen is even worse and it's trash
Anything 12th gen Intel or above or get Ryzen AM5

im running it on max, dlss on max quality gets me 60 fps average
while dlss off gets me 50 average
and looks really frizzy
Leave it on DLAA/DLSS Quality
rust unfortunately only has 2 dlss modes, ultra performance and max quality
there is a dlaa setting though
