It hit 100C at 65W. Even though Intel's stock cooler leaves a lot to be desired, it should be able to do 100W

Get thermal paste (thermal grease) and redo the application of the paste. Also when removing the cooler, clean it if it's dirty.
well its only like 2-3 weeks old so i'm sure its not because its dirty
Also, of concern is that you're using a very old, low capacity SSD as your boot drive
i know that too i'm gonna get an M.2 soon
I'm not sure how you got this (was this reused?), but this SSD has a long-term data slowdown bug, in addition to just being slow
I'd get a new SSD and retire it as soon as you can
i got it like 10 years ago, its 200gb and the other stuff are on my HDDs and its horrible to use so i'm gonna get one soon anyways
but why is the cpu maxxed out
it can't be from the thermal paste
and its only when gaming
Time Spy has a CPU test that intentionally maxes out your CPU. Your CPU's cooling was found to be lacking/potentially defective in one way or another.

yeah but look at the graphs
its constantly around 90-100%
while graphical test 1 and 2
and CPU test it reached 150%
bingo. this is the only relevant part
some apps measure CPU usage weird but as far as we're concerned, it's only maxed out at the third part
it does give the cpu a lot of work in the first two parts but that's not the main point
either way, you probably already noticed that your cpu is at 100c
it didn't even need to finish graphics test 2
for it to hit 100c
100c = cpu starts to slow down
I suspect the cpu cooler was not mounted correctly OR the free paste with the cooler was touched
yeah but that's not really the main problem, when i got the pc it was at like 60°C and was at like max 65% usage on the games i play, even though right now, whatever game it is, either minecraft, warzone, cs2 etc, gpu can go to 100% but the cpu is just always, like ALWAYS at a 100%, on idle its on 1%, in games it shows 100% everywhere

and throttling with lower clock speeds
basically the CPU regulate and tries to cool itself down since your cooler didn't work
so it basically slows down to prevent further damage
and thats why it goes all the way up to 100%?
That means lower clock speeds and performance
100% here means usage
Since your CPU is already slowed down, but the load remains the same
so now your CPU actually struggles

so basically you downgraded from an i5 to an i3
yeah but the usage should stay the same like its still the same cores with the same capacity but just less usage and frequency ?
why is it hitting 100% usage on every game
Let me explain in simple terms
clock speed here means how many cycles a CPU can do to process instructions
You are being throttled
Let's say a game needs 10 cycles to complete a frame
Your CPU can process 20 cycles to complete a frame
so your usage would be 50% ish
but since your CPU is throttled, the speed goes down and only process 8 or 5 cycles to complete a frame
but the game still needs 10 cycles to complete a frame
so yes it's 100% usage or even more as the CPU struggles to complete that 10 cycles to produce a frame

Your CPU is overheating
for me the usage was always constant no matter the throttle
basic knowledge tells you should fix that
i'm gonna change the thermal paste whenever i can
today or tomorrow
i mean i know but like, for me it was overheating because it was at a 100%
not that it was a 100% because it was overheating

@brave fractal @clear lotus i changed the thermal paste, i used MX-4, cpu dropped from only 20% on the cpu test, other than that its still fully maxxed out.
Can that be from a virus or whatever ?
Redo the 3dmark test again and the HWINFO test
and also show the task manager processes as well
And then also tell us what games are affected and what game settings you are using
i don't have enough time im leaving soon but, on the cpu test, it dropped from 150 to 130, warzone is affected and, its taking only between 40-50% of the cpu, even though the cpu is maxxed out, i shut down the pc i'll do those tomorrow
cpu was around 70% now tho
though temps are kinda the same
What kind of cooler are you using?
CPU cooler
default intel one
intel stock cooler are trash
Get yourself something like a deepcool cooler or something
yeah but i definetly don't think its because of the cooler, i would have had that issue before
open your hwinfo test and do a 3dmark test to confirm
i did one and the temps were still at 100°C
i don't have the screenshots though
the cpu is just maxxing itself out whenever any 3d is running on the pc
even on minecraft
or roblox or whatever you know, whatever 3d
the gpu was maxxed out on wz though on the last match i did before leaving
At this point you need to change your cooler
100C is not normal
you can try going to the bios and set the CPU fan speed to 100% all the time if it helps
but I would just get a new cooler at this point as the Intel stock cooler is basically a waste
not as trash as can't hold 65W
but anyway just get a new one
(try a thermalright)
