Dual bios is a function of some GPUs. They hold more than one bios so,.one has a standard bios and then it also has an OC bios.

Dual bios cards have nothing to do with the motherboard. It's a GPU feature from some manufacturers.

As for the PCI version, both cards run PCI-e 5 they will run in PCI-e 4 but may lose a little performance

the thing you're probably missing is probably that most of the time the different between truly maxed and mostly maxed is negligible

I would say go with the card you can afford. Both are good choices for 1440p.

If your worried about the vram go for the 9070.

A game's "ultra" visuals and workload might be another's "medium", especially if there's a significant time gap

Generally speaking, assuming the game isn't botched in the first place, you give it the same amount of work, you get same graphics back
