I just got a 5080 build

I recently got a 5080 build with an i9 12900kf with 32gigs of ddr4 ram I was running cod on ultra low settings on 1080p and im only getting 180 fps which is terrible and my gpu runs at like 1% i hired the settings to ultra and got 120 with 54% gpu usage please can anyone help the only two things I think is causing it is I have cod through xbox game pass and was thinking its not well optimised or I got one of the bad batches with missing/ Faulty components

Other games like Rainbow six siege run at ultra settings 400+fps

Clearly from the benchmarks it says you're experiencing CPU bottlenecks. Either crank up the graphical settings or get yourself a 9800X3D

Yeah i got it two days ago from vibox gaming pcs should I just return it?

The PC is fine, just that it's not the latest/best if you want pure FPS

Cause the gpu just goes to sleep when it's in 1080 p

The problem is even if u look at people running 1080p it bottlenecks if u get 1440p it works fine basically on 1080p the graphics card falls asleep on othe games everything on ultra like red dead etc i get 150 frames and both are at 50%
