Whenever I run a program like Chrome, Blender 3d, or any type of video game I always get these random lag spikes where I go from a stable 144 fps, to 10-30 fps for 5 seconds and then it goes back to normal.
Didn't have this problem with my old windows 10 computer but this only happens on my new computer
These are my current specs: Nvidia RTX 4060 Ti, Ryzen 7 8700G, 16GB Ram DDR5

What programs are you running and could you run a 3Dmark test?

i run obs and antivirus software in the background
Double check your OBS settings, and make sure it's using the Nvidia GPU
also make sure your antivirus isn't scanning while gaming

it is, and half of my gpu is being used
and having just discord and antivirus open uses up half of my memory as well
