AH HA! It works now!! Here's what I did: open chrome, type chrome://flags in the adress bar search for video capture and set these flags:
Enable Zero-Copy Video Capture : Enabled
Run video capture service in browser : Default
MediaFoundation Video Capture : Disabled
because the browser has nothing to do with nvidia broadcast and my webcam
i have no idea why it would act as a middleman
unless nvidia developers are "doing the needful"

nope, other than application specific like microsoft teams
but yeah, nvidia should fix their software ASAP
they can blame windows, but at the end of the day it's their problem
