open Windows Settings > System > Display > Advanced display and change the reftesh rate there. This will not break anything.
If you don't see the expected options, show the contents of Device Manager > Display adapters
Something is seriously wrong;
Restart your PC, then install any missing drivers. It looks like you're not just missing GPU drivers, but a bunch of motherboard drivers are missing.
Check your motherboard (if DIY or SI) or PC's support page (if a prebuild) and download/install as many drivers as you can, then install GeForce drivers.

The PC itself appears to be not set up correctly in the first place. You probably want to also deal with it first

Get the driver from here. Hint: you don't need to know the exact GPU model
First just grab the driver for the 4090
That works too. (They all use the same drivers, from the 750 to 4090, so the drivers are the same for Game Ready)
