Just RMA and return the card, dont bother troubleshooting if the card doesn't work at the first try especially if its bought new

ok the lights were not on because ig i needed to install aliencommancenter... and the gpu fan doesnt come on during boot only when it reaches 60 degrees i found out i removed all the overlays and i was able to do a bench press and passed and stressed test so the 4070 super does work even though dell told me no gpu was compatible with the r13..
