#4070 Driver Causing Boot Loop Crash

I’m having trouble with my new build. When I have my card in the x16 slot My gpu will work in safe mode but as soon as I boot normal and download the driver the screen goes black and looses signal and starts to bootloop. If I put the card in the x4 slot it works. I also have tested an older card in the x16 slot and it works fine. I have tried a bunch of stuff but nothing yet, any info would be good.

Motherboard - Msi Mag b550
SSD- 1TB Nvme M.2 (slot 1)
Gpu - Asus 4070 GeForce Dual
Psu - Corsair cx750w

Go to the BIOS and intentionally downgrade the x16 slot to 3.0 and see if the card now works properly after installing drivers/starting in normal mode.

Might as well also confirm this: is the video card mounted vertically?

If this card never worked correctly (as it looks like) return it for an exchange or refund
