After undoing that, is it every app or just Spotify that causes the mouse to briefly freeze?

only that i did is ddu uninstaller, install new dirvers, and take 0 e cores and unable de hypertherading
at the nvidia drivers i have all default
for example , in cs or valorant i have capped de fps to 144(my hz) and sometimes when i look arround i have that micro stutt

It looks like you don't have a G-Sync/FreeSync monitor. Some stutter or tearing may be inevitable if you use frame rate caps without also enforcing v-sync
There's not much you can really do here though, as you're basically stuck between vsync off and regular vsync at 144 (laggy) or 72 (half refresh)
You probably want to do a sanity check just in case
Try playing a game with no externally set frame rate limits. Just turn on in-game vsync and test how smooth and how laggy it is. Leave Reflex ON

only i install cpu and gpu dirvers
with 0 e cores and no hyperthreading runs better but no with 0 problems

How did you install Windows 11?
Did you check what BIOS version you are on and if there's anything newer? On LGA1700 it's a good idea to always update it

Where did you get the Windows 11 from?
Did you ever use any third party tools to modify Windows? This includes "debloaters/debloat" scripts, "anti-telemetry", and similar
Has this problem always existed?
Can you show me the contents of all of the following?
Task Manager > Perfornance > Memory
Task Manager > Performance > [whichever Disk your C: is on]
Task Manager > Performance > [whichever Disk your games are on, if it's different]

If the firmware update check passes/no updates are available, now is a good time to consider clean installing Windows and drivers. Only install drivers and the minimum needed to install and play your games. See how they perform.
Do not change any core/HT settings.
(This goes without saying, but before reinstalling Windows, reset your BIOS settings.)
