So my gpu is reporting to geforce experience like it has no utilisation and like its fans are not spinning (fans are spinning) while playing a ray tracing game how can this be fixed

It is a bug in the new GPU drivers. It is better to just wait for the next driver which will most likely introduce a fix to this issue.

GeForce Performance Monitoring is currently bugged and may report 0s or stale values on some systems. If you need these stats, use MSI Afterburner
